Well thats certainly one way to progress the plot, if we only have 15 episodes then lets say 7 shadows will atleast have 1 or 2 tag team battle, 7 episodes for them as a whole. then the other half will be some filters and additional spare for the Enigma and the 2 final episodes for ending.
